Abstract

Organizational strategy and system interaction constitute essential dimensions of institutional efficiency, administrative responsiveness, and public-sector sustainability. Government ministries increasingly operate within interconnected technological, administrative, and environmental systems that require strategic coordination and adaptive governance mechanisms. This study develops a comprehensive analytical framework for examining organizational strategy and system interaction within the Jordanian Ministry of Labor. The paper synthesizes strategic management theory, organizational environmental perspectives, system interaction concepts, and digital administrative integration models to evaluate how institutional systems influence strategic execution and operational performance. The research adopts a qualitative review-based methodology grounded exclusively in the provided scholarly references. The study critically examines strategic alignment, organizational environment adaptation, enterprise systems integration, managerial interaction structures, and data-oriented administrative processes. Findings indicate that effective organizational strategy depends significantly on dynamic interaction between institutional subsystems, environmental responsiveness, technological integration, and managerial coordination. The paper further identifies structural communication barriers, limited interdepartmental synchronization, and technological adaptation constraints as major challenges affecting institutional performance in public-sector organizations. The proposed framework contributes theoretically by integrating organizational strategy and system interaction into a unified analytical model applicable to public administration contexts. Practically, the framework offers policy-oriented insights for enhancing strategic implementation, digital governance, and institutional coordination within labor administration systems. The study concludes that strategic flexibility, technological integration, and organizational interaction mechanisms are critical determinants of institutional effectiveness and sustainable administrative performance in the Jordanian Ministry of Labor.
